Summary

Heads of executive agencies must give top priority to meeting the President’s vehicle-cost goals by cutting costs for administrative motor vehicles at their headquarters and regional offices, not by cutting costs for vehicles used by staff who work in the field. The President must direct the Administrator of General Services, working with the Director of the Office of Management and Budget, to write rules, standards, and definitions so agencies follow that priority.
