Any transfer agreement must require the buyer to keep the transferred communication services running without interruption and to follow FCC rules, any Alaska communications regulators, and all applicable laws and treaties, except for services the federal government keeps. The agreement must also keep the current rates for one year unless a regulator approves a change, and the transfer is not final until the buyer gets the required license and the certificate of convenience and necessity to operate interstate and intrastate commercial communications in Alaska.
