Creates rules that arbitrators must use when they settle labor fights for transit agencies in the Washington, D.C., area. The goal is to lower the cost of running public transit in the Washington metropolitan area. Affordable transit is important for the local economy, air quality, and people’s health. More than two-thirds of transit operating costs go to labor. Wages and benefits for drivers and mechanics are among the highest in the country and have been growing fast. Raising fares hurts ridership, and local governments, especially the District of Columbia, cannot afford bigger subsidies. Federal action under section 8 of Article I of the U.S. Constitution is needed to balance keeping costs down while keeping labor peace.
