Creates a Federal Citizen Services Fund at the Treasury, run by the General Services Administration, to share federal information with the public and do related work. Money in the Fund comes from congressional appropriations, fees paid by the public, reimbursements from other agencies, and other income. The Fund can be spent as Congress allows in appropriation laws and it takes over the old Center account’s debts and commitments. Unused money at year end stays in the Fund for future use. The Center may accept gifts to help pay for printing and distributing consumer information, and the Administrator may make fully reimbursable service agreements with other agencies. By September 30 each year, the Administrator must send a report to the House Committee on Oversight and Accountability and the Senate Committee on Homeland Security and Governmental Affairs listing programs funded in the prior fiscal year or the past five years, with explanations, funding amounts, reimbursements, project dates and funding, and any extra data used. Definitions: Administrator — the Administrator of General Services. Expenditure — any obligation of funds from the Fund.
