Summary

In the calendar quarter after each fiscal year ends, every executive agency must send a report to the Administrator of General Services and to the Committee on Homeland Security and Governmental Affairs of the Senate and the Committee on Oversight and Accountability of the House of Representatives. The report covers personal property that was either excess or no longer needed under the appropriation used to buy it, and that was given inside the United States to someone who is not a federal agency. The report must list equipment categories and show the acquisition cost, the recipient, and any other information the Administrator requires. Within 180 days after the fiscal year ends, the Administrator must collect those reports, send a compiled report to the same two committees, and publish a public online report that includes all the data in an easy format, a summary with the total dollar amount of property no longer needed under the appropriation used to buy it, and any other recommendations.
