The Administrator of General Services can, when asked by a federal agency, a mixed-ownership Government corporation, or the District of Columbia, buy land for a building or project that Congress has approved. The Administrator can also order surveys and test borings, make plans and specifications before the Attorney General signs off on the land title, and hire and supervise contractors to build and equip the project. Money already set aside for a building or project can be sent ahead of time to GSA to pay for things the Administrator finds necessary, such as salaries and costs for making plans and for field supervision.
