The head of the General Services Administration must charge for providing space and related services. Space and services means things like office space, services, living quarters, upkeep, repairs, and other facility support. The GSA head sets the rates and rules. Rates should be close to what businesses charge for similar space. If GSA only does building changes, the rate should just cover those change costs. GSA can waive charges when charging is impossible, and GSA funds may be used to cover any lost revenue. Other federal agencies may charge for space and services if the GSA approves the rates. Money they get goes back to the fund that paid for the space or service. Any money above running and maintenance costs goes to miscellaneous receipts unless a law says otherwise. Agencies can pay GSA rent for extra leased space; those payments go into the Federal Buildings Fund and can be used for the Fund’s Rental of Space activity.
