Executive agencies may put in, fix, or replace sidewalks around federal buildings, installations, or property they control that are owned by the United States and located in a State, the District of Columbia, Puerto Rico, or a U.S. territory. They can do this by reimbursing a State or local government or by using other methods. The Administrator of General Services must make rules for how to do this with the approval of the Director of the Office of Management and Budget. Money already appropriated to an agency for installation, repair, and maintenance can be used. This does not change the Government’s legal liability for injuries or property damage.
