The General Services Administration must help federal agencies create affordable, useful child care for federal workers by giving guidance, help, and oversight through licensing agreements. A "child care provider" is anyone who runs or plans to run child care for federal employees. An "allotment officer" is the person or office that assigns space in federal buildings. A provider can get space in a federal building if they apply where the care will be, space is free, and the officer finds that at least 50 percent of the children have a parent or guardian who works for the government and that the provider will give priority to federal employees. "Services" can include utilities, furniture and office machines, classroom and kitchen equipment, playground gear, phones, and security systems. Space can be given without rent or service charges. Agencies may pay accreditation fees, send staff to the annual GSA child care conference, and form partnerships with private groups to help pay staff costs. Agencies may reimburse employees or child care staff for travel and subsistence for training up to the per diem rate in regulations under section 5707 of title 5. All workers in child care centers in executive facilities must have a criminal history background check as defined in section 231 of the Crime Control Act of 1990. Executive agencies (not including the GAO) may use available salary-and-expense funds to provide child care to help lower-income federal employees, may prepay licensed providers, and must give advance notice to the House and Senate Appropriations Committees unless special House or Senate rules apply.
