Prevents the General Services Administration (GSA) from using money from section 592 to hire outside contractors for guards, elevator operators, messengers, or custodial work if doing so would cause a permanent veterans preference employee who worked for GSA on November 19, 1995, to lose their job. "Covers services" = those four jobs. "Sheltered workshop" = a workshop that hires severely handicapped people under chapter 85 of title 41. GSA may hire a sheltered workshop. If none will do the work, GSA may use a competitive contract for up to 5 years. When that contract ends or is canceled, GSA must offer the work to sheltered workshops again before using another competitive contract.
