The Director of the Office of Personnel Management must write rules that tell executive agencies how to allow civilian employees to drive Federal Government vehicles for official work in the States, the District of Columbia, Puerto Rico, and U.S. territories. The rules must set physical fitness standards for drivers and can require them to have any state or local licenses needed for similar non‑government driving. Each agency head must issue orders so the agency follows those rules. Those orders must include regular fitness tests for drivers and rules to suspend or take away someone’s permission to drive.
