Funds under the “Supreme Court of the United States” and “care of the building and grounds” headings can pay for improvements, maintenance, repairs, equipment, supplies, special clothing for workers, personal and other services (including temporary labor without regard to chapter 51, subchapter III of chapter 53, and subchapter III of chapter 83 of title 5), and, without following section 6101(b)–(d) of title 41, snow removal and replacing electrical transformers that contain polychlorinated biphenyls (PCBs).
