The Architect of the Capitol must take care of the Supreme Court Building’s structure and mechanical systems. That includes keeping the grounds up, supplying mechanical furnishings and equipment, running and fixing the building’s mechanical gear, and hiring contractors when needed. Money provided under subsection (a) and sections 6112 and 6113 can pay for heating and refrigeration from the Capitol Power Plant (advances must be deposited to the plant’s appropriation account) and for buying electrical energy. Funds under the “Supreme Court of the United States” and “care of the building and grounds” headings can pay for improvements, maintenance, repairs, equipment, supplies, special clothing for workers, personal and other services (including temporary labor without regard to chapter 51, subchapter III of chapter 53, and subchapter III of chapter 83 of title 5), and, without following section 6101(b)–(d) of title 41, snow removal and replacing electrical transformers that contain polychlorinated biphenyls (PCBs).
