Federal agencies that have independent leasing authority must send the Council, by December 31 of each year after the law was enacted, a list of all leases (including operating leases) that were in effect on the date of enactment. The list must show each lease’s execution and end dates, the space size and location, the tenant agency, the annual rent, and the net present value of the government’s total estimated legal obligations over the contract. This does not apply to the United States Postal Service, or to any property the Director removes from the requirement for national security reasons.
