The Secretary of the Smithsonian, the Trustees of the National Gallery of Art, and the Trustees of the John F. Kennedy Center can make rules, in addition to sections 6302 and 6303, to protect their buildings and grounds, people, and property and to keep order and proper behavior, including controlling traffic and parking at the National Zoological Park and other District of Columbia areas they manage. Any rule must be published in the Federal Register and will not take effect until 10 days after it is published.
