Those who run the Smithsonian, the National Gallery of Art, and the Kennedy Center (or people they pick) can temporarily allow services, training, and ceremonies in those buildings and on their grounds that would normally be banned. They may do this only if responsible officers are appointed and they decide there are suitable plans to keep order and to protect the buildings, grounds, people, and property.
