Sets up a 13-member Commission to oversee the Thurgood Marshall Federal Judiciary Building. Members are two judges chosen by the Chief Justice; the members of the House Office Building Commission; the Senate majority and minority leaders; and the chair and top minority member from two Senate committees and the House Transportation and Infrastructure Committee. Seven members is a quorum. The Commission must supervise the building’s design, construction, operation, upkeep (structural, mechanical, and daily needs), and security. It must also make rules for how the Architect of the Capitol acts under this law and for how building space is used and occupied.
