The General Services Administration (GSA), the National Capital Planning Commission (NCPC), and the National Park Service (NPS) take over the Pennsylvania Avenue Development Corporation’s leases, agreements, easements, and most property that the Corporation made or held before April 1, 1996. GSA gets most of the Corporation’s property and must collect money owed from past sales and leases. That includes projects like the Willard Hotel (Square 225), Gallery Row (Square 457), Lansburgh’s (Square 431), Market Square North (Square 407), and two undeveloped sites on Squares 457 and 406. GSA must use collected money to pay back any Treasury debt the Corporation had, do financial audits, sell or lease property, pay relocation benefits under the Uniform Relocation Act of 1970, and carry out other Corporation duties under subchapter III and the Federal Triangle Development Act. If GSA wants to buy, sell, or change the development plan, it must tell four Congressional committees and wait at least 60 days. GSA may keep insurance, work with other government bodies or people, ask the D.C. Council to close alleys in Square 457, and use transferred funds to finish projects. NPS takes ownership of the property inside the Pennsylvania Avenue National Historic Site shown on a map dated June 1, 1995, numbered 840–82441 (the map is on file). NPS will manage, protect, and run visitor services there. NPS may work with others to hold events or set up a nonprofit to raise money. The District of Columbia keeps control of the streets from curb to curb, and vendors may only use street space for temporary special events. NCPC must make sure development follows the Pennsylvania Avenue Development Corporation Plan—1974.
