No new construction in the development area can happen unless the Administrator of General Services certifies in advance that the work is, or may reasonably be expected to be, consistent with the development plan in section 5(a) of the Pennsylvania Avenue Development Corporation Act of 1972 (Public Law 92–578, 86 Stat. 1269). "New construction" means big projects like major remodeling, conversion, rebuilding, expansion, or major structural improvements, but not ordinary maintenance, routine remodeling, or changes needed to keep people occupying the building.
