The building on the Federal Triangle site will be called the Ronald Reagan Building and International Trade Center. The developer chosen may own the building for up to 35 years from when construction starts. Official title to the building will belong to the Administrator of General Services once title to the Federal Triangle property returns to the Administrator. The building (including parking) cannot be larger than 3,100,000 gross square feet. Its height must fit with nearby federal buildings, and its design must match the historic and government character of Pennsylvania Avenue and the capital. The building must meet all federal building construction standards. The Administrator must keep records to predict and plan for major repairs and capital costs and make sure funds are available. The Administrator will lease space for federal offices and the international trade/cultural center for the time the developer owns the building. Rent per square foot must protect the Government’s interest and, in total, must at least cover the development cost over the lease. Money from the Federal Building Fund may be committed only each year to meet lease payments.
