The Mayor of Washington, D.C. must send the Commission of Fine Arts any permit application for a private or semi‑public building that faces or touches major public grounds or any street next to them — for example, places near the Capitol and White House like Pennsylvania Avenue, The Mall, Lafayette Park, Rock Creek Park, the National Zoo, nearby parkways, and adjacent public buildings. The Commission must quickly give recommendations about the building’s height, look, color, and outside materials. If the Commission does not approve or reject the plan within 30 days, the plan is treated as approved and a permit can be issued. The Mayor must take steps needed to reasonably follow the Commission’s recommendations, because development near these important public sites should be done in good order, good taste, and in the public interest.
