The National Capital Planning Commission must create and keep an overall, coordinated plan that guides federal and District projects in the National Capital. The plan will include the Commission’s recommendations for federal projects and any District plan parts that the D.C. Council has adopted, unless the Commission finds they would harm federal interests. The Commission can use parts of other local plans, update the plan over time, and sometimes add recommendations of interest to other agencies. The Mayor sends District plan parts or changes to the Council after public hearings. The Council then sends them to the Commission to check their effect on federal activities. The Commission has 60 days to say whether a part or change has a negative impact. If the Commission says nothing in 60 days, it is treated as having no negative impact and is put into the plan. If the Commission finds a negative impact, it gives reasons and suggestions to the Council. The Council can accept and change the part or reject and resubmit it. If the Council resubmits a changed part, the Commission has either 30 days (after accepting changes) or 60 days (after a rejection and resubmittal) to act; no action means no negative impact. A part rejected by the Commission and sent back in a new form at least one year later is treated as a brand-new submission. Before final adoption, the Commission must ask federal and D.C. authorities for comments, allow public review, may seek citizen advisory groups, and with the Mayor may publish the full plan and set up committees for ongoing coordination.
