The National Capital Planning Commission must create a six-year plan of public works projects for the federal government and review that plan every year with the agencies involved. Each federal agency must send the Commission, in the first quarter of each fiscal year, a copy of its advance capital improvements program for the National Capital and nearby areas. By February 1 each year, the Mayor of the District of Columbia must send the Commission a copy of the District’s multiyear capital improvements plan made under section 444 of the District of Columbia Home Rule Act. The Commission has 30 days to comment on that plan but cannot change or reject it.
