The Mayor may sell land owned by the District that the Council and the Commission say is no longer needed, but only with the National Capital Planning Commission's approval. Sales can be public or private and go to the highest bidder. The Mayor may pay reasonable sale costs and must deposit the money left after expenses into the Treasury for the credit of the District of Columbia.
