Up to one cent per continental U.S. inhabitant, measured by the last preceding decennial census, may be appropriated each year for the National Capital Planning Commission to pay its expenses and buy land. Payments must come from D.C. revenues and Treasury funds in the same proportion as other D.C. expenses.
