The Secretary of the Interior, working with the National Capital Memorial Commission, may set aside a temporary site on federal land in Washington, D.C., to help preserve limited open space. At least 120 days before doing this, they must send Congress a plan with the site's location, construction, management, and rules for displays. Anyone who puts a commemorative work there must pay to install, care for, and remove it, accept all risk, and agree to protect the United States from any claims.
