Defines two key words used in the chapter. "Unit of general local government" means a local government like a city, county, town, parish, village, or another similar state local government. "Urban area" means one of three things: an incorporated city/town/borough/village area with at least 10,000 people (not a county or parish); a part of a county-like area with no incorporated place that has at least 1,500 people per square mile; or an area next to an incorporated unit that has at least 1,500 people per square mile.
