Says when a group of parts counts as a "major system." A major system is hardware, equipment, software, or any mix of these that work together to meet a mission need. It does not include building construction or other changes to real property. A system is a major system if one of three things is true: the Department of Defense is in charge and research, development, testing, and evaluation costs are expected to exceed $75,000,000 or procurement costs are expected to exceed $300,000,000 (based on fiscal year 1980 constant dollars); a civilian agency is in charge and total costs are expected to exceed the greater of $750,000 (based on fiscal year 1980 constant dollars) or the agency's threshold under OMB Circular A–109, "Major Systems Acquisitions"; or the head of the agency labels the system a major system.
