The Administrator can create rules, forms, and procedures that all federal agencies must follow when people or groups who get federal grants or help buy or get certain property or services needed under those programs. The rules must respect other laws and how each agency runs its program. Those rules do not let the Administrator give procurement or supply help to a grant recipient, directly or indirectly. They also do not allow a recipient to ignore State or local law when the grant goes to a State or local government.
