The Administrator must, after talking with the Secretary of Defense, the General Services Administrator, and the OPM Director, make and carry out a plan to keep the federal government able to buy architectural and engineering services. The plan must make sure staff can define needs, set priorities and plans, set professional rules, write scopes of work, and award and manage contracts.
