Calls a company bidding on a contract a "responsible source" if it meets seven requirements: (1) has enough money or can get it; (2) can meet the delivery or performance schedule; (3) has a good performance history; (4) shows honesty and proper business behavior; (5) has or can get the needed organization, experience, accounting, and technical skills; (6) has or can get the needed equipment and facilities; and (7) is otherwise qualified and allowed to receive the award under the law.
