Creates a Federal Acquisition Regulatory Council to help lead and coordinate the government’s buying rules and regulations. The Council has four members: the Administrator, the Secretary of Defense, the Administrator of National Aeronautics and Space, and the Administrator of General Services. The Secretary of Defense, the NASA Administrator, and the GSA Administrator may send a replacement. That replacement must be the agency’s official in charge of acquisition policy, or for Defense an official no lower than an Assistant Secretary of Defense in the Office of the Under Secretary of Defense for Acquisition and Sustainment. If an agency has no such statutory official, the replacement must be the person named under section 1702(c). No other people may serve on the Council.
