Makes the Chief Acquisition Officers Council the main interagency group that watches and improves how the federal government buys goods and services. The Council must carry out seven jobs, including advising the Director of the Office of Management and Budget on buying rules; sharing ideas and best practices; helping set up and run multiagency improvement projects; promoting good business practices so the government gets the best deals on time and meets policy goals; supporting honesty, fairness, competition, openness, and efficiency; working with the Office of Personnel Management on hiring and training acquisition staff; and coordinating with the Administrator and the Federal Acquisition Regulatory Council to advance these efforts.
