The Council must create a plan within 180 days after the Federal Acquisition Supply Chain Security Act of 2018 became law to deal with supply chain risks from buying covered articles. The plan must include the criteria and processes required under section 1323(a) (including a threshold and rules for sharing risk information), identify current authorities, list best practices and resources for agencies, recommend needed legislative or policy changes for government and to encourage private industry to follow best practices, evaluate effects on existing contracts and procurement, describe how the Council will work with agencies and outside groups, cover risks from shared contract solutions and shared technology services, and strengthen agencies’ ability to assess risk and compliance with this part of the law. Within 7 calendar days after finishing the plan, the Council Chairperson must send it to the appropriate congressional committees and leadership.
