Federal agencies, after consulting the Secretary of Homeland Security, may ignore the buying and use limits in sections 1823–1825 when those purchases or uses are needed for wildfire management or search and rescue. Those limits also do not apply to activities reportable under Title V of the National Security Act of 1947 (50 U.S.C. 3091 et seq.) or to authorized intelligence activities and related procurements. Tribal law enforcement and tribal emergency services, after consulting the Secretary of Homeland Security, may ignore the same limits when needed for law enforcement or search and rescue on Indian lands.
