Heads of each executive agency should aim to meet, on average, 90 percent of the cost, performance, and schedule goals for their major acquisition programs. The agency head must approve or set those goals, and the agency’s chief financial officer must review the proposed cost goals. If a program is badly behind, over budget, or not meeting requirements, the agency head must decide whether it is still needed and pick actions, including ending the program.
