Require every executive agency to buy supplies in amounts that, when possible, give the best total and per-item cost to the Federal Government and that do not exceed what the agency reasonably expects to need. When asking for bids, agencies must, when possible, ask each bidder to say whether the planned amount is cost-effective and, if needed, to suggest a better amount and provide the total price and the price per item for each suggestion.
