Title 41 › Subtitle Subtitle I— - Federal Procurement Policy › Chapter CHAPTER 39— - SPECIFIC TYPES OF CONTRACTS › § 3904

Last updated Apr 6, 2026|Official source

Summary

Allow several congressional offices and Capitol-related agencies to sign contracts that either cover services that begin in one fiscal year and end in the next, or run for multiple years, the same way executive agencies can under sections 3902 and 3903. The Comptroller General, the Library of Congress, and the Congressional Budget Office may use available funds to do this. The Chief Administrative Officer of the House, the United States Capitol Police, the Architect of the Capitol, and the Secretary of the Smithsonian may also enter into such contracts; some are limited to buying property and nonaudit-related services. The Secretary, the Sergeant at Arms, and the Doorkeeper of the Senate may do the same, but only under rules set by the Senate Committee on Rules and Administration.
