The Secretary must allow exceptions to the contract statements in section 6502 when an agency head writes that including them would seriously harm federal business and when justice or the public interest require it. If an agency and a contractor ask, the Secretary can change current contract terms about minimum wages or maximum hours to protect the public interest or prevent unfair hardship. The Secretary can make rules and limits to allow reasonable changes, tolerances, and exemptions, including for wages and hours. If more hours are allowed, the Secretary must set overtime pay at least one and one-half times the basic hourly rate. The President can suspend any of the section 6502 statements if the President believes it is in the public interest.
