Stops federal agencies from giving new contracts to people or firms found to have broken this law for 3 years after their name is published. The Comptroller General must give each agency a list of those names. The ban also covers companies in which those people or firms have a major stake. The Secretary can allow an exception only for unusual reasons. If the Secretary does not allow an exception, they must send the name to the Comptroller General within 90 days after a hearing examiner finds a violation.
