Names and explains important words used in the chapter. Administrator — the Administrator for Federal Procurement Policy (the official appointed under 41 U.S.C. 1102). Agency board or agency board of contract appeals — one of four boards that hear contract disputes: the Armed Services Board, the Civilian Board, the Tennessee Valley Authority board, or the Postal Service Board. Agency head — the top leader of an executive agency and any assistant leader; can include a chief of a main division if the agency head says so. Armed Services Board — the board that handles military contract appeals. Civilian Board — the board that handles civilian contract appeals. Contracting officer — a person appointed to make and manage contracts and decisions about them, including authorized representatives. Contractor — anyone on the other side of a federal contract (not the government). Executive agency — an executive department, a military department, an independent establishment (but not the Government Accountability Office), or a wholly owned Government corporation. Misrepresentation of fact — a false statement or action that leads others to believe a material fact, made to deceive or mislead.
