Defines key words used in the chapter. Contractor and grantee mean the department, division, or unit of a person that must carry out a contract or grant. Controlled substance means drugs in schedules I through V of section 202 of the Comprehensive Drug Abuse Prevention and Control Act of 1970 (21 U.S.C. 812). Conviction means a guilty finding or sentence (including a nolo contendere plea) by a court for federal or state drug offenses. Criminal drug statute means a criminal law about controlled substances. Drug-free workplace means the place where work under contracts or grants in section 8102 or 8103 is done and where employees are barred from unlawful drug activity under the Anti-Drug Abuse Act of 1988 (Public Law 100–690, 102 Stat. 4181). Employee means a worker directly doing the contract or grant work. Federal agency has the meaning in section 552(f) of title 5. Law enforcement agencies do not have to follow these rules if the agency head decides it would be inappropriate because of undercover operations.
