Keep and publish a procurement list in the Federal Register that names products and services made by qualified nonprofit agencies for the blind or for other severely disabled people. The Committee may add or remove items by rule under the procedures in section 553(b)–(e) of title 5. It must set fair market prices for those items and update prices as market conditions change. The Committee must pick one or more central nonprofit agencies to distribute federal orders among the qualified nonprofits by direct allocation, subcontract, or other means. It can write rules about product specs, delivery times, and similar details, and must give buying priority to products from agencies for the blind. Keep studying and checking how the program is run to make it work well. The Committee may study employment problems for blind and other severely disabled people and look for production methods that let more of them work.
