The Secretary must create federal rules about radiation used in radiology, working with the Radiation Policy Council, the Secretary of Veterans Affairs, the EPA Administrator, state agencies, and professional groups. The rules must say what counts as unnecessary radiation and how to reduce it; eliminate the need to retake diagnostic X-rays; stop screening programs that do not help; get the best diagnostic results with the least radiation; and cover radiation treatments for disease, including nuclear medicine.
