The Commissioner of Social Security must make rules about how to apply, what information people must give, and how to report events or changes. These rules are to keep the program running properly. The rules cannot let someone get benefits just because they say they qualify. They must require checking important facts with outside sources and getting more information when needed so benefits go only to qualified individuals or their representative payees and in the right amounts.
