The Social Security Commissioner may agree with a State or local government to make regular cash payments to people who qualify under this federal program, doing so on the State’s behalf. The agreement must include whatever terms the Commissioner needs to run the federal and State payment programs efficiently. The State must repay the Commissioner for the payments made and must pay an administrative fee on the schedule the parties agree. Fees go into a special Treasury fund for State recognition payments for certain World War II veterans and can be used to cover program costs only if Congress provides the money in advance.
