Summary

When Congress approves a law to carry out an agreement under section 10243(a), the Secretary must do detailed studies and tests of that chosen site. Those studies must follow the rules in section 10133 and the terms of the agreement. Wherever section 10133 mentions Yucca Mountain or Nevada, it will mean the chosen site and the State or Indian tribe that agreed. After the studies, the Secretary must apply to the Nuclear Regulatory Commission for permission to build. The Commission must follow normal law and make a final approve-or-deny decision within 3 years of getting the application.
