Gives the Negotiator authority to run the office and handle its administrative tasks. He can hire officers and employees and set their duties. He can obtain services under section 3109 of title 5 and pay no more than the GS–18 rate set in section 5332 of title 5. He can make needed rules, use other federal agencies’ staff and facilities if those agencies agree, and enter contracts, leases, or agreements with federal or private entities for administrative work when funds are appropriated. He can accept unpaid voluntary services even if section 1342 of title 31 might otherwise limit that. He can create an official seal courts must recognize, use the U.S. mail like other agencies, hold hearings to hear the public, and appoint advisory committees under chapter 10 of title 5.
