Helps the country and the states build better water science and technology. It lists seven goals: make sure there is enough water, with proper quality, for food, materials, and energy; find practical fixes for water problems, especially pollution; protect environmental and social values when using water; support state, local, and private efforts to reclaim wastewater and to treat saline or other impaired waters for municipal, industrial, agricultural, recreational, and other uses; improve coordination of national water research; train researchers, engineers, and technicians; and promote long-term planning and research for future water needs.
