A state that wants grant money must send an application to the Secretary in the form the Secretary asks for. The state must promise that any scholarships paid from these funds will go only to eligible people, be given based on financial need, and pay enough to cover application, testing, and credentialing costs — including, if the state chooses, any training needed for the Child Development Associate credential. No more than 35 percent of a state’s grant can pay for that training. No more than 10 percent can pay for running the program. When awarding grants, the Secretary must divide money fairly among states and make sure both rural and urban areas get attention.
