Defines key words used in the chapter. Administrator is the head of the Environmental Protection Agency. Environment covers water, air, land, how they interact, and all living things. Extremely hazardous substance is any chemical listed under section 11002(a)(2). Facility is buildings, equipment, structures, and other fixed items on one site (and, for section 11004, also motor vehicles, rolling stock, and aircraft). Hazardous chemical has the meaning in section 11021(e). Material safety data sheet is the safety sheet required by 29 C.F.R. 1910.1200(g). Person includes individuals and many kinds of organizations and governments. Release is any way a hazardous, extremely hazardous, or toxic chemical gets into the environment, including dumping or discarding containers. State covers the 50 States, DC, Puerto Rico, Guam, American Samoa, the U.S. Virgin Islands, the Northern Mariana Islands, and other U.S. territories. Toxic chemical is any chemical listed under section 11023(c).
